You may apply to Skatteverket for an ID card (identity card). To apply you must:
- Go to a Skatteverket office.
- Have paid the application fee before you visit the office.
- Be able to prove your identity by an ID document or via an attestor, i.e. provide evidence of who you are.
- Be registered as living in Sweden.
- Be at least 13 years of age.
- Have your parent/guardian´s approval if you are less than 18 years of age.
We recommend that you carefully read through the terms and conditions for applying before you go to the office.
You can apply for your ID card even if you or your attestor have protected personal data. If so, contact your protected data case officer before applying.
You can use your card in many situations
Your ID card can be used to confirm your age and prove your identity, for example when collecting prescription medication at a pharmacy, paying by card in a shop or conducting banking business.
The card also incorporates e-identification (pdf, 120 kB). That may be used, if you wish, to avail yourself of the e-services that many government agencies offer, for example for filing your income tax return or notifying a change of address. You use your e-identification by entering a PIN code that you receive by letter through the post at your home. You cannot use your ID card instead of a passport when you travel abroad.

Conditions for applying
We recommend that you carefully read through the following before you go to a Skatteverket office to apply. Otherwise, you may find that you are not prepared when you arrive at the office and then it will take longer to obtain your card. If you have not paid your application fee before going to the office, you will not be permitted to apply.
You have to pay your application fee in advance
The fee for applying for an ID card is SEK 400. You have to pay in good time to ensure that we receive your fee before you come to the Skatteverket office. Remember that it takes at least one working day for your payment to arrive. Keep the receipt for your payment as you will have to show it when you go the office. Pay your fee into either of the following accounts:
- Bankgiro 389-0100 or
- Plusgiro 50 40 62-1.
If you pay via the Internet: remember to quote your personal identity number in the field for messages/other information. Print out confirmation of the payment, as you will have to show it when you go to the office.
You must be able to prove who you are
Your ID card must meet the security requirements that apply to ID documents in Sweden. This means that you must confirm your identity to obtain your card. So, when you visit the Skatteverket office you must be able to provide evidence of who you are, usually via an approved ID document. If you do not have one, you can take with you a person who will certify in writing the information contained in your application — an attestor. This person must also be able to prove his or her identity by showing an approved ID document.
You must be registered as living in Sweden
To be eligible to apply for an ID card, you must be registered as living in Sweden. This means in turn that you must have a personal identify number. We check your registration details in our systems when you come to the office. This means that you do not need to bring a civic registration certificate with you.
You must be at least 13 years of age
To be apply for an ID card, you must be at least 13 years of age.
If you are less than 18 years of age, you must have your parent/guardian´s consent
If you are less than 18 years of age, you must have your parent/guardian´s consent to apply for an ID card. If you have two parents/guardians, you must have the permission of both. At least one parent/guardian must accompany you on your visit to the Skatteverket office.
Your parent/guardian must give his/her permission by completing and signingform SKV 1502. If you have two parents/guardians, remember that one of them must sign the form in advance if both cannot accompany you to the office when you apply.
Your payment is for Skatteverket to examine your application. As a result, your fee will not be refunded if your application is rejected.
Approved ID documents
The following ID documents are approved as a means of proving your identity:
- An ID card issued by Skatteverket
- A Swedish passport in a maroon cover.
- A Swedish national ID card
- A Swedish driving licence
- A Swedish, SIS-marked ID card issued, for example, by a bank, a company, a government agency or Svensk Kassaservice (Swedish Cashier Service)
- A Swedish professional identity card (without an SIS mark) issued by a government agency as of autumn 2009.
An approved Swedish ID document contains a photograph, signature, personal identity number, name in full and period of validity.
Your ID document must be valid. However, we will accept ID documents which expired no more than three months before your application.
In addition, a so-called valid EU passport issued on or after 1 September 2006 will be accepted as document proving your identity. An EU passport falls within the scope of EC Council Regulation 2252/2004. This means that it fulfils the requirement of a reasonable standard of security.
- An EU passport has burgundy coloured cover and the words European Union (in the country's official lanquage(s)) on the front.
- An EU passport is characterized by the symbol used for biometrics (see illustration below). This means that the passport contains a microchip containing biometric information about the person, ie. unique physical properties, such as fingerprints.

- A passport issued by Iceland, Liechtenstein, Norway or Switzerland on or after 1 September 2006 have the same standard of security as a European passport and is therefore an approved identification card.
- Cyprus do not yet have so called EU passports that fall within the scope of the EC regulation.
Approved attestors
An approved attestor must:
- Be at least 18 years of age
- Accompany you when you go to the Skatteverket office
- Know you well and be able to prove his/her relationship with you
- Be able to identify himself/herself by showing an approved ID document
- Certify your personal data in writing and confirm that your photograph on your application is correct. The form may be completed in advance, but must always be signed by the attestor at the office at the time of submitting the application.
Any of the following people may act as your attestor:
- Your spouse or registered partner
- Your child or grandchild, if at least 18 years of age
- Your parent/guardian
- Your brother/sister or half-brother/half-sister, if at least 18 years of age
- Your maternal or paternal grandparent.
The person who under the Swedish Cohabitation Act is considered your cohabitant will also be accepted as your attestor. For you and your attestor to be considered as cohabitants, all of the following conditions must be satisfied:
- You are permanently cohabiting or have children together. As a rule of thumb, you should have cohabited for at least six months.
- You have a relationship as a couple.
- You have a joint household, meaning that you share tasks and expenditure.
Finally, any of the following persons may act as an attestor if he or she can present a decision or certificate showing the relationship you have with each other:
- A trustee or administrator
- A foster home parent
- An official at a local or central government agency, with whom you have a professional relationship, for example, a social welfare secretary, introductions officer (or equivalent), head of department or international supervisor at a government institute of higher education
- Your employer for at least a year.
You can supply further information afterwards If you are uncertain about whether you meet the requirements, you can still hand in your application. Skatteverket will then make an overall assessment of the information you have provided in your application, for example about a relationship that has ended, a foreign passport document or a decision on residence permit from Migrationsverket (the Swedish Migration Board). We will check your details with other government agencies or, where necessary, ask you to supply further information to confirm your identity. Your payment is for Skatteverket to examine your application. As a result, your fee will not be refunded if as a result of Skatteverket´s examination it is rejected.
How to apply
Apply in person at a Skatteverket office. Take the following items with you to the office:
- A receipt for payment of the application fee. If you have paid via the Internet, take a printout of the confirmation of payment. If you cannot prove that you have paid in advance, we cannot accept your application.
- An approved ID document. If you do not have one, you must be accompanied by an approved attestor.
- Your parent/guardian if you are aged 18 years or less.
Do not take a photograph with you. You will be photographed at the office.
What will happen when you go to the office:
- You will be asked to prove your identity and show a receipt for payment of the application fee.
- You make an online application when you visit the office. If you are accompanied by an attestor, that person must complete and sign the form ID card, certifier (SKV 1503) during the visit to the office.
- If you are aged less than 18 years, the form Identitetskort med e-legitimation, vårdnadshavares medgivande (Application for identity card with electronic identification, parent/guardian´s consent) (SKV 1502). If you have two guardians, the form has to be signed by both.
- You will be photographed and your height measured.
- You will have to sign and approve an order document containing the information that will be used during the production of the card and will be displayed on the card. You will also be asked to read Telia´s terms and conditions for e-identification in Swedish (SKV 1598

How to obtain your card when it´s ready
Normally, it will take around two weeks for your card to be produced. If anything in your application needs further investigation, if may at present take up to a few months for you to receive your card.
When the card is ready, you will receive a letter from Skatteverket. This will tell you that five days later you will be able to collect your card from the office where you applied for it. Keep the letter and take it with you when you got to collect your card. You must collect the card in person, because you will have to sign a confirmation that you have taken possession of the card and have been acquainted with the terms and conditions of the e-identification that the card contains. Collect the card within two months of receiving the letter. Contact the office where you applied for the card if you cannot collect it within two months.
